This was a quite unfortunate turn of events, but at this point it might not even matter. She could feel them, hot on her heels, in pursuit of the Level Upper's inventor. Huh! Kiyama snorted, more out of disgust than derision, they didn't know what they were trying to prevent. Research into salvation! A salve for her soul! Not that she believed in a soul, per se, she was a scientist at heart, that was simply a metaphor and -
"There she is!"
Tsk! A Judgement representative had spotted her. The boy raised his fingers as if to fire something off, and so Kiyama quickly turned the wheel of her car nice and hard to change direction, down this side street. A little more time, a little more time.
"Come on," she muttered to herself, more as a calming method than actually expecting it to work. It would take as long as it took. Hoping and praying wouldn't help her any. It was all in her head. Remain calm, and think rationally. Do all you can to save those students that you had a hand in casting into that coma. Damning them into a hellish existence through the power of science! In her pocket was the cure to Level Upper, too. Though this woman might seem cold, distant, emotionless, ruthless... It was because of how overwhelmed she was with emotion and care.
She turned out onto a wide open road and cruised down it for a few minutes before hitting the blockade. Anti-Skill had found her already. She stopped, of course. Right as the computer sitting on her left made a loud beeping noise.
"Exit your vehicle right away!" the head of the Anti-Skill unit yelled through a megaphone. Around her, several soldiers armed with what looked like advanced assault rifles, aimed them menacingly at her. Oh dear. How unfortunate. "You are under arrest for distribution of Level Upper!"

Misaka was quite relieved that this Daisuke guy had been able to talk some sense into her room-mate. At this point, it was plain to see that she was in absolutely no condition to do anything at all, and while she was seasoned and trained as an agent of Judgement, no way could Kuroko's body take much more action.
"Keep the change and get the hell out of here!" Misaka ordered the cab she'd taken to get here, and she rushed towards the scene as fast as she could. Her phone beeped. That slowed her down a bit. Uiharu. "Hey, what's going on out there?"
<i>"It's unbelievable!"</i> Uiharu said. <i>"Somehow, she's using Esper abilities. No way! Multiple Esper powers at once! She's using them to fight Anti-Skill!"</i>
Huh? That's crazy! Anti-Skill was specifically put together to contain dangerous Espers. When they were ready, anyone but a Level 5 would not be able to take on a team all alone. At least, in theory... Though in reality they pretty much existed for the Worf effect. Not that Misaka knew that. "How is she doing that?" Misaka asked. Wait- could it be...? "Does it have something to do with Level Upper?"
<i>"Most likely. If it's forming a network of some sort, she could be using it to replicate computational power. In which case... She might be tapping into the powers of all the Level Upper users."</i>
Right then, she arrived on the scene, and - what a scene it was. Carnage. Bodies strewn about. Equipment left in a heap. There were clear signs of a variety of Esper powers being used, if you knew what you were looking for. Pyrokinesis for the scorch marks, probably teleportation over there... from the position of those bodies, at least one of them was probably mentally controlled in some way.
"Hrm... frightening, isn't it?" Kiyama asked, shimmering into existence. That wasn't where she actually was, though. Misaka could sense through electromagnetism that Kiyama was actually about a foot to the right of where she appeared to be. Manipulating the light to cast an illusion. Tricky. "The sort of things a few Esper powers working in tandem can do, even to a team like this. Please back off, Miss Railgun. When this is all resolved, I'll provide the cure for the Level Upper."
"Why should anyone believe that?" Misaka yelled. "When you went to all this trouble to set it up in the first place? Anything you say at this point is suspicious! If you really want this to end then you should turn yourself in!"
"It's funny seeing you so defiant now, when you were staring so raptly at that boy's... Ah, you probably don't even remember now, do you? Show a little gratitude, who knows what he might have ordered you to do if I hadn't been there."
Misaka didn't know what she was talking about, and she didn't especially care. She couldn't hold back... much against an enemy that was capable of using multiple Esper powers. Therefore - She reached out and lifted all the iron nearby, slaving it to her electromagnetic will.
All of it. That's actually quite a lot of iron. Including Kiyama's car, all the equipment Anti-Skill had brought along - all of it. Lifted up into the air, and flying out for where the bitch was actually standing. She teleported away immediately of course, a look of panic briefly filling her deadpan face. Good start. Not enough! Misaka had another wave of the iron sent at her position right away, forcing her to blast it with some kind of attack. That's the trouble here, and why she was trying to end this quickly. Her powerset was versatile. Ridiculously so. How many Level Upper users was she drawing power from?
Well, the trouble she hadn't realised yet was this: It would take double whatever that number was to match a Level 5!

Kiyama felt a great deal many emotions, as mentioned before. While she had tried to maintain a dispassionate distance from her 'students', she had still felt a keen kinship with them. When they went into their comas, it had devastated her. Left her depressed, demotivated, unable to do much of anything at all. Guilt, fear, worry, emotions like that had bubbled forth inside her to the point where even she couldn’t deny how much she missed them, their troublesome games. Their pranks, the way they would glare at her when she tried to push the veggies away on her plate. God, she had been a pathetic teacher in hindsight… and yet they had still cared for her.
Now she was feeling a new emotion. A very strong, overwhelming emotion. At her fingertips were the Esper skills of 10,000 Espers, in a huge variety of powers. Many of them even built upon each other, covering areas the other could not, allowing for frightening combinations. Such was the power of Multi-Skill.
And yet, she had learned to be afraid of this girl. This Railgun, that she had sought to use as an experimental tool. She'd tried mental manipulation. It failed, her internal electromagnetic power blocking it somehow. She tried distorting the light to trick her - to no avail, as she somehow saw through it all. She'd tried teleporting an explosive behind her, and she blocked it instantly.
From there, she had taken a defensive turn. Blocking her with forcefields and projectiles. But... after a little while, she felt those forcefields reach their limits. It felt like she was blocking a hammer coming down on her, relentlessly thudding away and growing bigger, larger, more powerful each time. Then, she had tried to hit her with explosive cans by using gravitrons - only for Misaka to vaporise the cans in the same instant that she summoned them. This girl was angry. Furious beyond measure, and not giving her an inch.
Fear. It is a powerful emotion. Often irrational, yet it would take a fool to ignore that feeling outright. Her fear was telling her to <i>run away and hide</i>, except that her escape routes, even those involving teleportation, were being systematically cut off. The only possible answer was - to use more skills. More Esper powers, more of them at once. Draw from them all if she had to, she had to stop this girl before she -
Crack.
Kiyama sank to her knees as an odd feeling began to course through her. Something was wrong here. What was this feeling now? It wasn't an emotion, per se. It was more like something was bursting inside her head? Not in a literal sense, but -
But...
Then it formed. Out of nowhere. Out of nothing. A monster grew and grew and grew right before her eyes. To her dawning horror, Kiyama realised her mistake. She'd used Misaka's brainwaves to finalise everything. Her brainwaves, while under the influence of that enormous hypnotic penis.
To put it simply: An enormous dick had just appeared in the middle of the air.
"Oh, that's a very nice penis," Misaka said, staring up at the creature with a hungry look in her eyes. "Ah... Touma... Is that your dick? I wonder how it would feel inside of me~"
