Oh, what a troublesome roommate she had. Was it because she was a Level 5? Was it because Misaka had so much power that it drew trouble to her? Magnetism wouldn't explain it exactly, but the number three Esper in a city of thousands surely gets some idiots thinking they can prove themselves against her.
On the other hand it hardly explained everything. She seemed to almost be unable to keep from sticking her nose into official business, even though she had no authority to do so. The power to resolve issues? Yes. The training to do so with minimum collateral damage? Don't make her laugh!
Right now she was following a lead on the Level Upper case. A bizarre underground something or other that allowed Espers to advance in Level artificially - then put them into comas after a period of use. That last part had been formally announced, but dismissed by people who didn't believe it. Urgh! Some people are so paranoid they won't believe anything they're told, even if the evidence is presented right before their very eyes!
Honestly now, what sense did it even make? Trying to protect the higher ranks? Keep lower levels down? Why would Academy City even want that! If you assumed the worst about the city, which Kuroko didn't personally believe anyway, then surely lots of high level Espers would be better! More experimental potential!
Poor girl, if only she knew how utterly dark and depraved the dark side of this city was. You would think someone in Judgement would have a good idea of this, but... So naive.
More to the point, the lead she was following was a suspicious scientist who just so happened to specialise in the specific areas Level Upper turned out to make use of to work its magic. A suspicious scientist who had also happened to meet another person of interest who had mysteriously increased in Level recently, and came to this building for unknown reasons. Then, right as Kuroko was about to enter to investigate, said scientist left... and met up with Misaka.
Curiouser and curiouser. More and more suspicious with each passing movement. While Kuroko herself was fairly convinced that hunky boy Daisuke was totally innocent, and that she should reward him with some skinship for putting up with all of this, Kiyama was very clearly someone in need of further investigation.
"Kuroko, can you hear me?" That was her partner, Uiharu. A tech wiz, and a very gentle girl. Her Esper power wasn't too useful under most circumstances, but she made up for it in other ways. "I've analysed the brainwaves of those in comas. They match Kiyama's."
"That makes it certain then, she's either responsible or being used by whoever is," Kuroko whispered. She teleported inside the building, making sure to not land on anything before immediately teleporting further into the room. Didn't want to set off any floor sensors, now did we? "I'm inside, send reinforcements just in case." Not that Kuroko would likely need them. If Misaka was already here, there was a high chance the two of them would have this building torn down inside a minute flat.
On second thought maybe she should try to reign Misaka in a little so it didn't reach that point? Her onee-san was pretty careless with that power of hers sometimes and went a little too far with it...
It wasn't actually too hard to travel through the building for a teleporter like her. Hrm! She'd expected more security than this. The place seemed mostly abandoned, almost as though it was an emergency stop rather than her actual based of operations. That made sense. Either way, she knew enough about the scientists here to know to be careful. They knew Esper powers better than the Espers who used them, so they would be best placed to develop hard counters... assuming they had the resources.
"This is incredible! I thought you were joking, but it really does work!" That was her. "Don't turn around, you idiot! Do you want to put me under as well?"
"Sorry..." Daisuke muttered.
What were they doing? Ah. Over there, she could see a cabinet. There was a reflection in the glass. No need for her to announce her presence until she had a good handle on the situation. Kuroko was on one branch of a t-junction, with those voices coming down the middle, and the best place to see the reflection would be the other branch, as such she teleported over there and then -

It almost knocked her off her feet. That was <i>penis</I>, Daisuke's <i>dominant penis</i>, and since it had put her under so quickly before it pretty much immediately did so yet again. Kuroko was barely aware of Misaka collapsed onto her knees, drooling while staring at the appendage now hanging at her eye level. She was too busy doing something very similar to that herself.

Kiyama might not be looking at the hypno-penis, but she felt mesmerised all the same. This reaction was beyond her expectation. These readings from the Railgun were frankly absurd! Just from looking at this for a minute, it felt like she'd learned more about brainwave patterns than an entire year of research - and she was already fairly knowledgeable on the subject as it was!
The sheer potential was ridiculous. Beyond belief. And they hadn't even gotten started yet! This was ridiculous, absurd, she should almost feel offended that something like this could have this kind of effect. As utterly ludicrous as this whole situation was, she needed that boy to use that power to make Misaka do something.
"Go ahead, order her to do something," Kiyama said. "Nothing perverted, remember that I am here with a rolled up newspaper and a lot of science tech."
"Understood!" Daisuke said. "Uh... Let's see... So, is there a boy you like?"
"Yeah," Misaka sighed. So the Railgun had a crush? How cute. Neither Kiyama or Daisuke heard Kuroko whimper 'yeah' around the corner, in answer to that question. After all, she 'liked' Daisuke at this point.
"So... Does he know?" Daisuke asked.
"Nuh uh, can't tell him, too embarrassing," Misaka said. Tsun-tsun! Even more adorable. It almost made Kiyama want to laugh, if she wasn't busy studying these reactions.
"Eh? No it's not," Daisuke said. "If you like someone, you should tell them. You're very pretty, he might like you back."
"Nooo, not pretty enough, my chest is too small, I'm not sexy at all!"
"Ah..." Daisuke said, then tilted his head. "How big do you want them to be?"
Smack! He had that one coming for sure, but Misaka did answer by gesturing around her chest.
"Th-Then that big they shall be!" Daisuke commanded. Kiyama raised her newspaper to clock him one again.. But, then she saw something unbelievable.
Misaka's boobs were growing. Right before her eyes they were getting bigger and bigger underneath her uniform. (Meanwhile, Kuroko was also having something of a growth spurt to equal Misaka's)
"Woah, I thought she'd just visualise them as being bigger, I didn't think they'd actually grow!" To that outburst, Kiyama unleashed a flurry of strikes with her newspaper. "Uh, is... is that okay...?" he asked politely, trying very hard not to stare at them.
"Hrmph... They're still not as big as... <i>hers</i>."
"Oh," Daisuke said. "Then, uh, now they're slightly bigger than her?"
Flomf! Now they were bigger than before. At this point that uniform, made for a much flatter chest, was rather stretched out. Her stomach was completely laid bare to the world. Those boobs were bigger than Kiyama's at this point. She didn't used to have a complex about this sort of thing, but seeing that growth spurt right before her eyes...
"I'll punish you for being a pervert later, but for now... this data is astounding!" Kiyama said. Body morphing? Perhaps a psychosomatic effect so potent that it overrode reality? A rather bizarre use of an AIM Field if so, but if it can force someone to shift their own body by willpower alone...
The applications of that were astounding. Truly, off the wall astounding! So much so that Kiyama honestly lost track of the conversation happening not too far away from her.
"By the way, what's the name of this boy you like?"
"Touma."
"Touma...? Well, whatever. Listen, when you get a spare moment I want you to go find this Touma guy and tell him how you feel. Don't leave anything out, okay? Uh... Oh! And don't go comparing him to this beast, got it? In fact, treat his junk as even better than mine! Don't want you feeling unhappy just because you -"
Whap! She caught that last part.
"Right, that's it, enemy of womankind!" Kiyama seethed. "While this data is useful, I cannot stand by while you randomly prattle on and fill that girl's head with all sorts of lewd nonsense!"
"S-Sorry, for some reason it always turns out lewd when I use this power! I can't help it!"
"Well, no wonder, as that would involve flashing your junk at them! I'd say that primes you up for making such suggestions in the first -"
There was a sound of a door opening from below and several people rushing inside. Oh hell, that wasn't good! She rushed around to another monitor and flicked it on - she hadn't been watching the makeshift security setup she had downstairs due to the experiment. No mistaking it. Judgement had arrived!
"Tsk, how annoying," Kiyama sighed. They'd be here inside a minute. She should leave, and quickly. However... She couldn't abandon this data either. Not when she was close. So close she could taste it! She hastily started to pack it up, knowing full well she didn't have the time -
"Hey, what's going on?" Daisuke asked, and so she had no choice but to pull a gun on him. He'd already pulled his trousers up, which was a shame because she could have used that to her advantage. "Wh-what?"
"Sorry for using you like that kid," Kiyama said. "But... Trust me, it'll work out for the best."
Several things happened at once. The door burst open, several Espers rushed into the room with Judgement armbands prominently displayed, and then the gun was knocked right out of Kiyama's hand by an electroblast. She'd recovered so quickly from that? She turned and found herself looking into the electric gaze of the Railgun. Third strongest Esper in the city - and she was starting to get a good feeling for why that was.
"Judgement!" called a busty shortstack who appeared out of nowhere right in front of the other group. "Put down your - Onee-san? What happened to you?"
"What happened to me? What happened to you?!" Misaka yelled, pointing at the other girl's bust. "Never mind, I thought there was something suspicious about this woman. As for this boy, it looks like he got roped into this as well."
"Ah, she tricked me, I don't even know what's going on around here!" Daisuke protested. Hands up, smart boy. Picking a fight with this many Espers at once as well as the ultimate electromaster in the city would not have been a smart move even given what he could apparently do.
Nonetheless, Kiyama remained calm. She hadn't <i>just</i> been packing up her things, you see. She'd activated the final stage of her plan. As such, even surrounded by these overwhelming odds she was totally and completely calm.
"Tell me one thing," Kiyama asked. "Do any of you know what multi-skill means?"
Before they could digest what she was saying Kiyama struck her target - the buckle holding up Daisuke's trousers - with a minute burst of gravitons. Making it heavier than normal, and thus unable to remain hanging around his waist. They dropped, but she wasn't sticking around long enough to see the results. It would stun them for a few seconds while the boy struggled to pull those trousers back up.
While he was doing that, she simply teleported away. This is what Multi-Skill means. To make use of multiple Esper skills at the same time! She'd use this to develop her plan. To wake up those innocent kids that had been used as lab rats, she would go to any extreme! Those in comas? They'd wake up as well after she was done. A temporary evil to undo a permanent one!
If only she could have guessed the effect that including Misaka's cocknotised brainwave pattern would have on her little plan. Then, maybe she would have thought it over again before doing something rash...
