As quickly as he'd arrived, Riser left, and in so doing had left the group in something of a confused state. Despite Issei's cock being the focus of their party, the attention turned to the Ruin Princess, the one who was supposedly destined to be Riser's bride.
"Riser obviously found out about the Book of Titnosis," Rias said, and they could all agree with that. After seeing the tits on his peerage members, how could there be any question. "Obviously, he's not been able to get at the Book of Cocknosis yet."
"Indeed," Akeno nodded. "Those trousers he was wearing were quite snug, and the package he was wielding was a pale shade of Isseis' true manly talent."
"Ahahaha," Issei nervously laughed. Being compared to another man after all that had happened felt a little awkward. "Letting a guy like that have a weapon like this seems like a bad idea."
"Without question," Xenovia snarled. "Bad enough that a Devil has it, but at least you seem to have the common sense to not want to abuse the power to bend the wills and bodies of every single woman that catches your eye to your attention, enslaving her with satisfying, addictive dickings that leave her craving your seed, craving to be bred, yearning for the opportunity to carry your clearly strong, superior genes on to the next generation- "
"Ah, she might be like this for a while, she talked at length last night," Irina said, gently guiding Xenovia off to the side of the room where she could continue her rant in peace. "I also agree with Issei's point. Allowing another Devil access to Cocknosis is a terrible, sinful idea that is a clear affront to God. After all, it's clear that God intentionally blessed Issei alone with the ultimate penis, allowing another Devil to have one would defile his divine plan and sully his perfect wisdom."
She spoke like it would be the greatest crime committed in the history of the universe. That's probably a sign of how twisted up she was by all of this. A bit unsettling, to be honest...
"There is another risk," Koneko said. "A Rating Game between Rias Gremory and Riser Fenix would draw considerable interest. As such..." she flicked underneath her tits, bouncing them to make her point. It was a point well taken. A large audience of Devils. It was entirely possible this was Riser's goal - lure in as many interested eyes onto the event in question, and then in a single fell swoop - bring them all under his influence.
It was a cunning and dangerous plan. Risky beyond measure. Those present did not intend for cocknosis or titnosis to spread any further than it had already, but Riser... would likely force their hand. Either way, it would spread through Devil society like a plague, reducing it all to a perpetual orgy - until they decided to aim for Heaven and Earth as well, reducing this entire plane of existence into a rutting, turgid, jiggling, rutting beast unable to think about anything but enormous mesmerising genitals.
"They have a pretty good ranking," Rias said, mostly to herself. "They're not the top group, but they're decently ranked. We don't have any experience in Ratings Games, it's only recently I've amassed enough pieces to properly participate..."
That made things tricky. An experienced opponent up against an inexperienced group, with a lot on the line- and the game itself might not even matter if they weren't careful. Riser's peerage could whip off their tops in a moment's notice and enslave all the spectators before they could even do anything. On the other hand, the mere threat of them doing that could very well overwhelm them and enable Riser to score a clean win - while keeping the power all to himself. A secret, for him to use and abuse as he saw fit, without making any large sweeping gestures.
"Then we need to be battle ready!" Akeno said. "We need to be sure that we can win this Rating Game. Ah, how exciting. It will be our first proper battle as a group... Although, we shall have to train without using either titnosis or cocknosis."
That was true enough. Then again, there was a dangerous temptation here. They could probably use those to enhance their bodies in some way. Make themselves stronger, faster, more durable, bring their stamina to a higher plateau. These things were all technically possible with those techniques. However, the downside was... It would mean intense bursts of arousal that would sap away their time to train and strategise.
"You could easily blame the tits on an external curse, if anyone queries it," Raynare said dismissively. "So at least that won't be an issue. Besides which, you have something Riser's group doesn't have."
"Our enormous penises?" Kiba offered.
"No! You have training partners! Fallen Angels and members of the Church alike!" Raynare smiled, and in so doing reminded all present that her teeth could be razor sharp when the mood took her. "Kukuku! We might not be able to join your little Rating Game, but we can certainly put you all through your paces!"
"Um, there is just one thing, though?" Asia raised her hand into the air. "What's a Rating Game?"

There's a saying from the late, great Stan Lee - "Every comic is someone's first." The idea is simple enough, you have to realise that you're likely dealing with someone new coming in and should try to ensure they can follow along well enough to want to keep reading. Of course, this should happen within reason - exposition on what has transpired previously must be integrated into the story. It shouldn't lay out there, naked and quivering and taking up the bulk of everything happening onscreen.
Of course, modern comics... don't really adhere to that principle anymore. A shame, really.
By that same token it is entirely possible that this is your first rodeo in this universe. You might not actually know that much about the universe of High School DxD. Therefore, Asia's question is one that likely occurred to you as well. What is a Rating Game? All these characters are standing around talking about one, as they seem to have a pretty good idea. This is normally where Issei would receive the exposition from the others, as he's the viewpoint character new to this world of Devils and magic.
That seems a little redundant though, so let's look elsewhere: At Riser himself. His familiar had been spotted by Akeno and already dismissed; a protective barrier was placed around the room to block voyeurs. It would be possible to breach it, but they would notice. Why didn't they normally have such a thing up at all times? Because it takes time, energy and focus to do that. So, you don't do it unless you have a reason to. Besides which, establishing a barrier when the King of Breasts is aroused and in need of gratification is not the easiest thing to manage when you are also so horny that you're practically drooling.
"The Rating Game..." Riser chuckled aloud. "It's such an amusing little system, don't you think? A natural extension of old Ajuka's Evil Piece system. If we're already assigning Devils as chess pieces, why not make a game out of it, right?"
"I'm fairly certain it wasn't just for fun, you know," Ravel huffed. "Given how low Devil population levels were, something like the Evil Piece system to replenish our numbers was a good idea... but we're far too competitive for our own good."
"An outlet like this allows us to indulge in power struggles in a non-fatal way," Yubelluna said. "Although, it is amusing to note which Peerages are at the top of the rankings, isn't it? Almost makes you wonder..."
Riser lifted his finger to his lips there. Yes, there were rumours about the top ranked peerages cheating the system in some way, but it was best to be careful when spreading such gossip. Many of those top ranked were quite politically powerful before the Rating Games were invented - hence the suspicion of rigged games. Still, the main thing that mattered to many Devils, new and old, was power over political intrigue.
Although, that did raise a few questions.
"We need to decide on a map, and the rules," Riser said. "Of course, we should keep it fair. I don't want Rias to have any chance of calling foul. Her defeat must be obvious." And by 'defeat' he actually meant 'total victory'. "My greatest concern is... Issei Hyoudou, Rias's Pawn. For him to take all eight of her pieces, he must be formidable indeed. A great well of potential that they are, no doubt, mining even now."
"Huh, for you that actually sounded smart."
Oh, his little sister was feeling very cheeky today. Nonetheless, he continued.
"Issei is a noted pervert. It would be tempting to send him up against one of you and ask you to use your appeal to distract him. I do not believe that would be a wise strategy. Instead, I shall focus my attention on him first. The rest of you shall keep the rest of her peerage occupied."
"Pardon, sir? You will fight Issei instead of Rias herself?"
His Queen was surprised by his strategy. Well, yes. Of course. Riser would normally be too cocky, too arrogant, to bother himself with a mere Pawn up until the moment it got in his way. It wasn't as if the fool could harm him. Riser had plans. That's all it was down to. He had such grand, marvellous plans. If he allowed the others to tangle with Issei, they would get in the way of those plans. They couldn't eliminate him from the game, or it would ruin everything. The best use for his peerage was to instead focus on the others. Distract them. Keep them busy.
Such is the nature of a Rating Game. It is much like chess, even if the rules are markedly different. There is great strategy, consideration for what your Pieces are capable of, knowledge of your opponent's pieces to consider. Play, counterplay, strategic development, the capturing of enemy pieces while trying to protect your own. Sacrifice, pinning, forking - in one fashion or another it's all here if you care to look.
It was such a wonderful system. Through it, Devils could ensure their competitive urges were sated without contributing further to the population issue. Much as Yubelluna had observed earlier. In his mind, the best way forward would be a straightforward game, held with... Kuoh Academy itself as the map. A replica of it, populated only by them. A straightforward set of rules as well, no need for variants - simply render unconscious or incapable of battle a piece, and it shall be considered captured. Naturally, his family would provide tears - the main source of their power - to revive anyone killed by accident over the course of the game... Not that he expected things to get too violent.
After all, his peerage was fully aware of the hypnotic effects of their tits. It was far more likely they would attempt to use them to overcome the enemy they faced, rather than engage in fisticuffs. And if that happened? If Rias's peerage gave into the same compulsion?
All the better for it.
