Funny thing about police. They're pretty damn protective of each other. On the one hand, that's easy to understand - They work with each other on a regular basis, and equally regularly run into the very worst of humanity. On the other, they say that power corrupts - or perhaps, reveals? Reveals what you wanted to do, reveals how you dreamed of abusing that power to take what you want.
With those factors in mind? Probably the worst place to start a fight is inside a police station. Especially when picking a fight against an officer of the law. This is true regardless of country, because it's a surefire way to get everyone in the building on your shapely butt before you know what's going on.
And that's even before you get to little things like, oh, Order's special powers restricting yours for breaking the law. As gratifying as it might be for Sailor Mars to strike Bobby in the face with a fireball, now she was just an insanely hot leggy babe in a rather cute, revealing outfit.
"Dear, what were you saying about staring at the bodies of our daughter's friends?" Mister Tsukino asked, nudging his wife, who was rather blatantly staring at Sailor Mars' legs.
"Mooooom!" Usagi whined. "You too, dad! I see you making eyes at Ami's luscious butt!"
"Ahem!" Ami coughed. "A quick primer on what you know of their powers would be wonderful, thank you!"
"We got one shot at using them in anything like an illegal way, and then they shut them off," Mars said. "That was my only fireball. You got a plan rattling around in that beautiful brilliant brain of yours?"
Before they could say anything more, the door burst open, and several policemen filed in. Lawyer, for his part, seemed content to duck out the fight for the time being, which everyone else in the room regarded with high suspicion.
"This would be a good time for a bubble blast..." Usagi muttered.
"Aiding in an escape would be illegal," Ami replied in the same kind of tone. "I could cast it one time, and that's all. That won't be enough to -"
"Shut up, hands on your head!" the head officer yelled warningly. Hand on his firearm, ready to use it at a moment's notice. "Don't do anything stupid, you won't get out of the - Is that an earthquake?"
"No," Ami smiled, mocking the officer with a deliberately, overly helpful tone. "That would be Sailor Earth about to break the law."
A hole opened up underneath them in the floor. That is to say, everyone except the officers who had barged into the room. They fell down a sloped tunnel, leading away from the station, landing right into the waiting arms of the Starlights, Earth, Jupiter and Venus waiting down below.
"You guys okay?" Jupiter asked, holding both of Usagi's parents, one in each arm. "Uh, didn't think you guys would be here."
"Alright guys, all we have to do now is deal with Bobby here, and we'll be home free!" Ami said. She pulled out her Mercury computer to scan him. "As I thought, he's the root cause of the spell on the police force. He can block our powers after we use them to break the law, but if we hit him with something strong enough at once that should put a stop to him!"
"Hehehe..." Bobby chuckled, rising from where he'd landed face down in the dirt with a maniacal smile on his face. "Is that it then? Conspiracy to break the law is also a crime, you know." The Mercury Computer vanished. "You girls might think you're clever, but there's no outwitting the long arm of the law!"
Then... his arms quite literally grew to an absurd size, shooting straight up the hole, which the other policemen slid down with remarkable speed.
"Starlights!" Fighter yelled. "Hit him with everything you got before his reinforcements get here!"
The three of them gathered around to take their shot, and though their aim was true, although it would have surely eliminated Bobby there and then - Lawyer took the shot instead! Leaping in the way, like a big damn hero. Except, you know, he was full on evil. I'm sure that sets up for a lawyer joke here somewhere, 'lawyers being evil ' et al. It feels a bit too trite for me, so feel free to make up your own.
Mist filled the tunnel, obstructing the sight of the officers before they could do anything else: "Jupiter! Magnetise their weapons, quickly!"
"You got it!" Jupiter yelled, and soon found herself in the position of pulling all their guns directly towards herself, even as they landed. "Venus!"
"On it!" Venus yelled, summoning an array of tentacles to swarm the police force coming along to fight them. "Eat this!"
"Resisting arrest, tut tut!" Bobby tutted - and then the effects flat out vanished. The mist dispersed, the tentacles disintegrated. The Sailors had all used their power now, in their attempt to stem the tide. In the middle, Bobby had used the other officers as a shield to keep himself from being tagged - though he was showing a little sign of being struck, it was obviously not nearly enough. "You know what happens to those who resist arrest, don't you girls?"
Usagi scowled at him, remaining defiant to the last. It wasn't in her nature to give up. Sure, they were outnumbered ten to one, and sure her parents were here, and sure, they couldn't actually do much to protect themselves against this creep and his <i>stupidly broken power</i> but - But she refused to give up! Not now! Not ever!
"Before you say anything, do note that whatever you do say can and will be used against you in a court of law," Bobby warned. "We borrowed that one from the Americans."
"That and the judicious overuse of firearms," Ami quipped. "Are you going to add police brutality to the things you're taking from them? They <i>are</i> statistically world leaders at it - within the context of non dictatorships."
"My dear, the Thin Blue Line needs guarding, wotcha?" Bobby shrugged. "It's a dangerous job, innit?"
"What happened to his accent?" Venus whispered.
"Probably dropped it in the heat of the moment, and now he feels more in control he's got it back," Mars whispered back. "Or... something close to what he had before. I guess."
"We gotta be able to defend ourselves from violent thugs, right?" Bobby said. "Heh! The public trust ain't gonna do well if we get ourselves beat up, knifed or shot all the bloody time! Best if we watch each other's backs and get a good kicking in first, don'tcha think? Come on, give it up, there's no escape. I already see our reinforcements coming up behind you."
"Your reinforcements?" Ami tsked. Huh! You know, Usagi had been wondering why Ami was still smiling a little, given how royally fucked they seemed to be. Not in the fun way either, at all! "Really now?"
Usagi turned around, and her eyeballs wanted to roll out of their sockets and scurry along towards the sight approaching them from the rear. An array of supermodels was closing in fast, strutting down this tunnel wearing slutty police uniforms. The sort of thing you'd wear to a themed Halloween party if you A: had an amazingly curvy female body and B: Were absolutely determined you were getting some that night.
We're walking teeny tiny jet black pencil skirts that barely covered their butts, and jackets with a low cut neckline and absolutely no attempt at all to cover their tummies. A badge over their breast, a smart peaked cap atop their heard. And the bodies - oh, the bodies that had been poured into those uniforms were a match for the transformed and corrupted Sailor Scouts.
Bringing up the rear? Libra and Tuxedo Mask.
"Isn't this the part where you toss a rose and say something that sounded cooler in your head?" Libra asked.
"Sailor Moon!" Tuxedo Mask yelled, tossing out his rose across the tunnel, over the heads of all the girls. "Law is not the same as justice, for justice is stronger than the written law of any nation!"
"Who are these women?" Bobby scoffed. "A parade of adult stars you've found and made cosplay? Impersonating an officer is a very serious - "
"Indeed it is!" the woman at the head of the policewoman said. "I am with the National Police Agency! Yokoyama Yoshiaki! We do not have an 'Officer Bobby' listed for this prefecture."
There was a hush of silence, which was only broken by Sailor Venus going "Oh snap!"
"Wh-What is this?!" Bobby demanded. "I'll need to see some identification! I refuse to believe that - Oh my goodness, you actually are with the National Police Agency. W-Why are you dressed in such a scandalous set of - You men! Stop that! Don't be ensnared by their womanly wiles! You are officers of law and order!"
While Bobby had been examining Yokoyama's identification, the other woman had immediately set upon the men that Bobby had brought with him, easily and almost trivially seducing them with bodies that seemed to be pretty much designed to arouse male attention. Bobby, in a pique of frustration, made to storm over towards them -
Only for Sailor Moon's hand to fall upon his shoulder. "Soooo, turns out you're not even with the police force, but merely impersonating an officer using magic?" she said. "Huh! That sounds like breaking the law!"
"If I've understood your powers correctly, they should turn against themselves and negate your illegal powers," Mercury said. And yes, by the way, that wasn't a mistake. Both girls had transformed quite without issue.
"And if your powers are negated, that means your powers to negate our powers are gone," Jupiter said.
Bobby scoffed at the girls, and drew his gun from his hip, aiming it squarely at - Usagi's parents. "Go ahead. Make your first move. You won't get off your spell before I put a bullet between their eyes! Come along nice and quiet girls, if you know what's good for you."
"Which would also mean your powers to negate your own powers are gone, I guess?" Venus continued. "Getting a headache, Sailor Earth could you...?"
"Ahem! That loop would mean your own power is eating itself," Sailor Earth said. "Have I got that right?"
"Yeah, that sounds about right to me," Fighter smirked.
"Like the snake eating its own tail," Healer added.
"Ouroboros," Maker said. "Without beginning or end. I suppose it works in this case, though in a different sense than usual."
"Because you're eating yourself alive without even realising it," Sailor Mars said, and as one the girls all turned their backs on Bobby and walked off down the corridor. "And by the way? Fuck you for turning me against my friends!"
Indeed, as they walked away, Bobby's body began to twist and contort in ways that were clearly not natural. His own powers, turned against themselves by a simple act of red tape. Enabling the woman from the National Police Agency to slap some handcuffs on him for an arrest - at which point his arms dislocated, seeming to fold inside themselves, while much a similar thing happened to the rest of his body as well.
If there's any one thing that can crush those who are willing to abuse the law to their own ends? It's not greater power or greater strength. It's simply... Greater oversight.
