When you're fighting an empire that spans a third of the globe, it's not wise to hold back. Use every resource you've got because, by god, they'll have more of it. In spades. It didn't matter how many people that you killed, they had a hundred thousand to every one you had. It didn't matter how many bases you blew up, they could rebuild it faster than you could rebuild your homes. Their military was better, had bigger firepower, more advanced technology, on top of the aforementioned superior numbers and resources.
So using every resource you've got is your only chance to survive.
Kallen Kozuki, for example, was half Japanese (sorry, <i>Eleven</i>) and half Britannian, with the latter half being a "good family". Gag her with a spoon. Every penny she earned on allowance went right to the resistance. Every moment she had the chance she was training. Kallen was a natural fighter. Had the spirit to it and "natural talent" equal to her hatred of Britannia. She could fight about as well as a Britannian soldier, and every time she got into that sweaty old Glasgow it felt like she was twice as good as the last time.
But you can't waste any resource. As good a fighter as Kallen was - and she was a tremendous fighter - she had one talent that was even greater than that. Kallen Kozuki was, to be blunt, very, tremendously hot. Some guys make a habit of rating girls on a naught-to-ten scale. Many of them would rate Kallen as, well, an eleven. For all that she pretended to be sickly, she had a great figure. Her training and her rich diet had left her with the kind of body models envy. She was like a walking Rorschach test. Come on, boys, which part of a woman do you find the most alluring? Don't know? It's the part of Kallen you focused on the most when she walked on by.
The funny thing was it wasn't even just that. Just her body alone would have left her at a perfect ten, but it was her face that pushed her over that limit. Most people wouldn't even really notice it, exactly; she tended to hide it pretty well through makeup or careful control over her expressions, but Kallen's facial features had an ideal mix of the best parts of her Britannian and Japanese breeding. At the same time familiar and foreign. No matter which of these two cultures a person was from they would find her pretty, beautiful, alluring, mysterious, exotic and yet safe.
Now that hardly seems like a resource worth exploiting. Right? Well...
It all began one day about a year back when Kallen was heading out to meet up with her brother and the rest of them. She'd heard that Ohgi had found a scrapped Glasgow, which he was planning on painting red and fixing up for Naoto to use. Not if she had anything to do with it! That thing was hers. Her scores were way higher than Naoto, and she wanted to help out no matter what he said!
But she was never to attend that particular meeting. A limousine pulled up ominously in front of her just as she was about to cross the street. Tinted windows. Couldn't see inside. Blank license plates.
"Shit," she muttered under her breath, and turned to run. Unfortunately she ran directly into two big gorillas in smart tuxedos, who didn't reach out for her but just blocked her attempts to knee them in the balls. Most guys take that sort of thing personally. These two mooks just smiled at her and nodded towards the car, where a door had popped open.
"If this is a kidnapping -"
"It's not," said a friendly voice from inside the car. "Please, come and talk with us for just a little while. We have a very interesting offer for you, Kallen."
An offer, huh? Hard to see how these guys could offer anything she'd find all that interesting. Regardless, it didn't seem like she had much of a choice in the matter. She sat down, the door closed - and then she saw who had picked her up.
"Kaguya Sumeragi," Kallen gasped. "But you're -"
"Representative of one of the Six Houses of Kyoto," the young girl said warmly. "It is good to meet you, Miss Kozuki. We've been following your group, among others, for quite some time now."
The Six Houses of Kyoto were paying them attention? Their little group? Talk about resources, this was it. These were the people who discreetly, under the table, gave Japanese resistance groups their biggest weapons, things they could use, places to hide, money they could spend on whatever they needed. Their real identities were secret, of course, which meant that for Lady Kaguya to brazenly admit it like that... The show of trust made her feel unworthy and low.
"It is an honour to receive your attention," Kallen said, slightly bowing in her seat. "However, my brother is the leader of our group. Forgive me for asking, but should you not be talking with him?"
"No," Lady Kaguya firmly said, giving Kallen the once over. "No, you are definitely the one we want. Kallen Kozuki. You definitely meet our requirements for our special top-secret project. What I am about to tell you, cannot be shared with anyone. Not even your brother."
Her heart skipped. A secret mission from the most influential people fighting Britannia within Area Eleven! "Are you sure I'm right for this?" she asked automatically, kicking herself for making it sound like she was trying to turn them down. "Wouldn't the Japan Liberation Front have more suitable recruits for something so important?"
"I see," Kaguya said, sounding quite amused. "Kallen. Do you think it is possible to defeat Britannia through forceful means?" She didn't react, not really understanding the question. "Well, to put it another way. Have you met Prince Schneizel?"
"Am I in prison for attempted assassination?" she asked. Kaguya chuckled.
"Oh, I like you already. The point is, I have met him. I have even had the privilege of losing to him in chess, shogi and go." Her face suddenly fell serious. "That man's existence in a leadership position is as damning against any resistance efforts as the Knightmare was effective during the invasion. Maybe even worse. I've also seen a mere fraction of the economic power the Empire wields. Its R&D is the finest in the world. Our efforts these past six years have been little more than fleas trying to bite through a solid steel wall. We've crunched the numbers and run through every possible scenario. In terms of raw military power we simply cannot win under any conditions, even those most favourable to our cause."
"What are you trying to say?" Kallen yelled, too shocked to think about who she was addressing and too pissed off to care. "That it's pointless? That was should just give up? Stop fighting? Roll over and let them step all over us forever? No way, I won't give up fighting just because you crunched some numbers!"
"That was much my reaction too," Kaguya sighed, closing her eyes. "But the fact remains, we cannot beat them in a traditional sense. So. Let's beat them in an untraditional way. We've arrived."
Arrived? Arrived where? Kallen exited the limo uncertainly, completely confused about what the hell was going on. Where was she anyway? This wasn't a part of the city she'd been to before. It seemed kind of seedy. Run down.
Then she saw them. Milling around on a street corner wearing, quite frankly, trashy clothes that she'd never be seen dead in. Her eye twitched. "Uh uh, no way. Not a chance," she insisted. "Not taking a role in the world's oldest profession, no thanks, no how, no way!"
"No, we're not asking you to hook," Kaguya corrected. "We have a different objective in mind for you. Something a touch more long term than this, and you won't have to do anything you do not wish. Your family has the right connections. You have the right motivations. And to be frank you have all the attributes that make a very appealing young woman. You'll be completely ideal."
"Ideal?" Kallen asked, still utterly baffled. "Ideal for what?"
"An ideal cocktease. With a little training, that is."

It had been a difficult year. Keeping her training and her mission secret from Naoto and the others. It was oddly inspired, really, and she surprised herself in going along with it.
Her family had contact with numerous noble families stationed in Area Eleven. Her goal was simple. Entice them. Enchant them with her beauty and charm. Lure them to one of their more experienced honeypots. All of a sudden they have a little more financial support, just a little bit. Maybe even a potential spy, depending on how thorough the honeypot was. Use that as a stepping stone to gain greater access to holdings and individuals within that family. Then, one at a time, seize complete control. The movers and the shakers of Area Eleven slowly falling under their influence one by one. Eventually maybe they could spread out to other Areas and start taking over their nobility, piece by piece until they'd taken over enough resources to properly fight the Empire.
Which led Kallen to here and now. Naked in a bathroom with a boy who might well know a few things he shouldn't. Lelouch Lamperouge. She was taking a big risk being so bold, pinning him against the wall and kissing him in a way he'd probably never forget, but she honestly didn't expect this to take very long.
It didn't hurt that he was really, really handsome, well spoken and intelligent, and that bulge in his trousers felt like something she kind of wanted to get to know a little better.
Kallen pulled out of the kiss and pulled the boy's head right into her tits, making sure his mouth was covered. "In a moment I'll let you speak," she said. "But remember. If you call out for help, I reverse our positions. It'll look like you attacked me. If you understand then squeeze my tush twice with both hands."
To help him out she used her hand to guide the way, making sure the boy's hands got a good drink of the tall glass of water that was her body. He squeezed twice with both hands, so she pulled him out and he gasped for air.
"Now, are you going to tell me what you know about Shinjuku?" she asked. "Or are you going to be a bad boy and make me punish you?"
"I... Don't know what you're talking about," Lelouch said. She kissed him again. Just a peck this time. Oh yes, very nice. Before her training as either a fighter or temptress she had been described as a natural at both. She could tell, Lelouch might have even greater potential than her. And that lump in his trousers! Kallen had always been careful not to give it away to any of those noble jerks while seducing them, but something about this guy was making her feel butterflies. "I only meant, if you bring up Shinjuku those guys would show you gross photographs!"
"Is that so?" she asked, lifting her leg and hooking it up around his waist. "Are you sure you didn't mean anything else? I won't be angry. I won't be upset. I'm just such a curious girl and I really want to know -"
The phone rang. Great. This was just what she needed right about now. Kallen plomped his head nicely in between her boobs again, reached over and picked up the phone. "Ashford Student Council," she said. "Can I take a message?"
<i>"Glad you're still alive Q1!"</i>
That voice...! It was the same person who helped them in Shinjuku! But Lelouch was right there, head nestled comfortably in between her boobs. Was she wrong, then?
<i>"16:00, the day after tomorrow. The observation deck at Tokyo Tower. Come alone."</i>
"Who are you?" she demanded. "How did you arrange that -" Click. "Hey, don't hang up on me!"
Guh! He'd already gone. She had been so certain, though. Lelouch bringing up Shinjuku like that out of nowhere, his voice sounded kind of similar... Had she been so desperate for information she'd latched onto the first possible suspect? It did seem pretty unlikely come to think of it. The chance of them sharing the same classroom was miniscule. Maybe she'd been reading too much into nothing. Maybe this guy was just so cute she'd sought out a reason to try and seduce him.
Lelouch made a sound like a rusty sofa being sat on, and Kallen pulled his face out so he could breath properly again. "You can let go of my butt now," she said. His hands shot away like rockets. Great. What was she supposed to do now? Except from scowl at him obviously. "You tell nobody about this," she instructed. "This didn't happen. You play nice and maybe we can go on a nice couple of dates."
"S-Sounds good to me," Lelouch blushed. "May I leave now?"
She stepped back. He hurried out of the door, adjusting his trousers in a futile effort to keep the beast leashed. Good luck with that, there was no hiding that monster. Which left her alone in thinking how wrong she was.
That is to say, how wrong she was in thinking it would be over quickly. Now she was more certain of it than ever, that boy knew <i>something</i> about what was going on. It was one of those strange little things, she sensed that he really, really wanted to give in to her but he was also still fighting her much too hard. If not for that then she wouldn't have thought anything more of it, but... now that she was thinking about it the timing was suspicious. How did mystery voice even know that she was here, how did he know the number to call or, for that matter, who she was? The bit with the phone would be easy to set up with a tape recorder and an accomplice.
Not to mention the fact that he <i>had</i> somehow managed to resist her very best seduction efforts. Kallen bit her pinky. "Lelouch Lamperouge," she huskily said. "If you are the mystery voice, then I owe you a lot more than my body for saving my friends. And if you're not?" She grinned. "I still need to figure out how you resisted me, so that it doesn't happen again. Either way, I'm going to make you mine! Just you see!"
